Firearms Safety Training Requirement Prerequisite to Obtaining a Regulated Firearm

Firearms safety training requirements of the ‘Responsible Gun Safety Act’ took effect on January 1, 2002. An individual may satisfy the training requirement by taking a course that is approved by the Maryland Police Training Commission.

The video based training that has been offered by various groups and gun shops will no longer be accepted as of January 1, 2010. The required safety training can be obtained free of charge on the internet at www.mdgunsafety.com. If an individual does not have a computer with internet capability and a printer, most public libraries have that available. At the completion of the on-line course the certificate of completion will be printed out by the individual.

A person is not required to complete a certified firearms training course if:
  1. They are a law enforcement officer of the State or any local law enforcement agency of the State;
  2. They are a member, retired member, or honorable discharged member of the Armed Forces of the United States or the National Guard, (they present their DD-214) ;
  3. They are a member of an organization that is required by federal law or regulations governing their specific business or activity to maintain handguns and applicable ammunition;
  4. They have been issued a permit to carry a handgun in Maryland under the Maryland Public Safety Article, Title 5, Subtitle 3;
  5. They have completed a Maryland Hunter Safety Course since January 1, 2002, (the card must be dated on or after January 1, 2002);
  6. They have completed a National Rifle Association Basic Firearm Safety Course in Maryland since January 1, 2004, the card must me dated on/after January 1, 2004, and the card must have a number assigned that can be used by the Maryland State Police for tracking purposes.
